That would work. If it's a GFCI receptacle (vs. a breaker in your panel) you could wire it to the load side for the added protection to the fan. Most 15a GFCI receptacles protect 20a wired on the load...

I'm not sure if they lock, but would assume they do. I have a lift but it's way too small for my P.C. 7518. My R.T. is just a piece of 3/8" aluminum plate with that Makita plunge mounted to the bottom...

Depending on what light you choose, recessing the shallow 3-1/2" or 4" pan box may not be necessary. Drill for the romex connector, and fill the hole with silicone caulk just before you mount the box ...
