Likely due to cost as suggested above.
Strange things happen. We bought this place and the 1 bath had been added on, which used to be a porch with the well drilled there.
Raised 
I got the raised wood floor tore out and there was copper water lines to the terloit and sink. There in the middle, was 3/4" heater hose and worm clamps, probably a patch from frozen copper lines.

3/4" black, grooves on the outside, very common heater hose and clamps that was used on cars back in the days of 60's and 70's and so on.

It has to be flagged to make the customer aware but it's harmless in the attic and untouched. I can't tell anybody it's asbestos unless I have it tested. I can't do the testing so the customer has to bring in a company to get a sample and test it. It's a couple hundred bucks. I can only say that it might be asbestos and should be tested. Although I've seen attics with "Johns Manville Asbestos Insulation" written all over the vapor barrier.

Most likely Transite pipe, only have seen it used plumbing vents a few times, best to just leave it alone.
