That is an insert cutter spoil board bit like I mentioned.  Designed to level CNC spoil boards but work equally well for slab leveling.

I was thinking a face milling cutter, but that's basically what those bits are.  Look scary, I would have to have a really solid setup to feel confident using them. I have never felt too scared using a face milling cutter in a mill, but in a hand-held router, I think I would be a bit concerned that brain freeze would get me

That is where a good sled and the discipline not to take too big of a bite comes in handy!
