On a Water budget I would be looking at the simplest and most straight forward solution available for just a few pennies; I know it serves (otherwise I would not even discuss them as alternative solutions) me well and has for the better part of my professional life.
IOW the solutions I supplied meet the criteria you have stated by lacking funds.
If you believe you need to spend more for a measuring device then all I have to say is I wish you well.
Again sometimes getting past your own bias is the largest hurdle
