Can I put a water based varnish over an oil based stain if I am careful to leave plenty of time for the oil based stain to dry?

Yes, given sufficient dry time. For insurance, you can add a barrier coat of dewaxed shellac.

+ 2. Dewaxed shellac assures a good bond most every time. If you don't have spray equipment use rattle can shellac; it's dewaxed. If you have spray equipment, use Sealcoat, or mix your own.

Not a big fan of stains but have done it a couple of times. Over oil based-assuming it's dry-wipe on works fine as well.
