Click on Private Messages near the top right of the page. Click Compose to send, or inbox to read incoming ones.
In order to receive PM's you have to specifically enable that feature. Go to the User CP (Control Panel) - Edit Options - and then check the box by Receive Private Messages from Others.

To send a PM, click on the members name, the page that pops up has the Send a PM box near the bottom.

When you change your options, such as receiving PMs, remember to scroll to the bottom and click "Update Options" to cause it to save your changes. It maybe visible on your screen without scrolling, but it was not on mine and I did not notice it.

Thanks for the tip, I did change some of the options hopefully it will all work.
