Ed,
A couple other things just came to mind.
Some of these mount to the wall, some to the stairs.
Think about which side of the stairs will be best.
Some have seats that fold, when not in use-a nice feature, if the stairs are narrow.
A good installer will go aver these and probably whatever else I've forgotten.
FWIW, you can't usually get any tax deduction, either.

If Medicare is going to pay for most of it, I'd go ahead and have an elevator installed. It will add to the value of the home as opposed to detracting for the chair lift.
