How did you locate the images on the map?  I'll bet they don't get much snow.

Some of these developers are not entirely scrupulous.  

I had a sales rep down south and he told me of a development that was built on an old Montgomery Ward parking lot.  But they did not tear up the black top.  They broke through for the foundations and for each piece of shrubbery and then they put 3 or 4 inches of soil on top of the asphalt for the grass.  

The home owners had drainage issues and landscaping was a challenge too.

Seems that anything other than a truck or an SUV would have to bottom out at at the garage entrance.

The photo in the op may be original (albeit at an angle??).  I found a forum where the purported original architects discussed this.  They said the house was a "prairie build", built before the rest of the houses and roads were built.  Said the developer later built the rest at a lower level.  

   Said the fix was to tear out the drive, and regrade and move the sidewalk closer to the street.
