There ARE regulations on timber harvesting. The availability of bubinga has gone down (and the price has gone up) precisely because of regulation. Bubinga is plentiful, while rosewood is not. Bubinga has been used in place of rosewood because it's almost as good and way more plentiful. This has increased harvesting pressure, so it is now listed in CITES almost as a precaution. This makes import and export much harder, so stocking up on bubinga like we may have been able to do before is difficult or impossible. It does mean that all harvest has to be sustainable, which most is anyway, but this is just extensive red tape at this point.

Why do you believe there is no regulation on harvesting of bubinga?  It's part of the CITES Appendix II and it's regulated.  South Korea is a signatory of the CITES restrictions.  I'd be more concerned about China's consumption of bubinga, even though they also signed up to the restrictions.
