Peckerwood? Sorry couldn’t resist, no idea on the species but it looks like a woodpecker had its way with the tree and then just rotted in place.

Yes your motor is wired for the 230V configuration. Most likely the previous owner had a 115V receptacle improperly wired for 230V.
