Mike,  if you have a mortising machine, use that for the mortise,  I don't so I use a chisel.  If  the tenons will all be the same width, it will take about 10 minutes to make an accurately sized shim...

I won't argue your list, but if you are making case pieces ( not just chairs ) you will definitely want something to let you cut glued up panels to length and width,  a TS will do that , plus help cut...
