I think your best bet is the HF with the Win filter. I know you said you were on a budget so you could.buy the HF DC and use it right away, then save for the WIN filter upgrade IMHO.

The Wynn filter is a great upgrade. I put one on my HF dust collector and what a difference.  I also have the dust deputy XL installed before it to catch the heavy stuff.

If your looking to buy a new tool lol then the surfprep sander with their sanding sponges would do the trick. My next suggestion is festool's sanding sponges. I have used other sponges and the festool...
