without seeing it up close, my guess is attachment is at the brackets. look for plugs in the brackets or anywhere else along the shelf.
could also be a french cleat holding it up/ on the FP. |

whatever you choose, if you apply multiple coats, use gloss except on the last coat. go satin on last coat. using satin for all coats can make the floors look cloudy.
satin as the topcoat helps hide ... |
