For Tanoak anyway, I use a wire wheel on an angle grinder, after peeling off the bark. Leaves a very smooth, tactile finish. |

I think in order to fix the problem, you will need to properly compact the sub-grade. Any of the above fixes probably won't do that. My guess, without being there and seeing it, is that your easiest... |
