Never saw the Paul Sellers video, but I did see one from Rex Kruger where he did the back saw from Spear and Jackson. Could be another resource if you can't find the one you want.

That's an interesting looking sander.  I'd definitely give it a try for a while before I made any final decisions on it.  Besides, hand sanders are relatively small so it is not like it is pushing out...

I preferred the base with the more natural look myself. The wood was quite attractive.  No need to cover it up in my opinion.

I'm guessing that locking bar would be more for keeping the drawers closed IF the chest needs to be moved. As Bill said, something like that would not be traveling much if it were mine.  Don't want ya...
