It is a relief cut into the wood so it looks higher at the curve. Basically, remove some material at that location . As others have noted, there are numerous ways to do this.

You are correct. The dimensions you state for for the face frame clearance, and then there is space inside the cabinet for air circulation, hence the C, D, E dimensions noted.
