John has the correct method,hydraulic cement. Cut the pipe off close to the wall,then hit it with a sledge if it is steel.The pipe will probably move forward to the cistern.Knock it in so the pipe is below the surface.
If the pipe is cast iron ,wear a face shield heavy gloves and carefully break up the pipe til it is inside the wall 1/2" or more.Cast iron shatters easily.Then stuff the pipe with anything and fill it with hydraulic cement. 1or2" is plenty thick as the cement expands. If their is any gap between the wall and the pipe then push a thinned mix of cement into the gap.
The hole will be water proof in less than 30 minutes.The cement sets up quickly,mix enough for 10 minutes of use at most.
