I can PM other members, but when I click on their profile and choose the option to send them an email, I get error message: something to the effect that I don't have permission?

When I click on your profile I don't even see an e-mail option. Maybe it's the way the users have their profiles set up.

In Account Settings, the 2nd option is to:
"Hide email address from other members"

OK, changed my settings to my email is visible. Now I get this message:
You do not have permission to access this page. This could be because of one of the following reasons:
Your account has either been suspended or you have been banned from accessing this resource.
You do not have permission to access this page. Are you trying to access administrative pages or a resource that you shouldn't be? Check in the forum rules that you are allowed to perform this action.
Your account may still be awaiting activation or moderation. (Resend Activation Code)
You have accessed this page directly rather than using appropriate forms or link.
You are currently logged in with the username: 'Philip1231'

It looks like there are 2 configuration options related to emails.
One allows admin to send you email.
The other one hides one's email from other members.
It appears that moderators can send emails if admin are allowed to do so.
As far as I can tell, choosing not to hide one's email address, results in an option to send email next to the option to send a PM.
It appears that the send-email link does not work for members even when it is visible.
We'll have to do some homework to figure this out.
