If you end up tearing out the concrete landing, you might want to lighten up the new one. If it is a solid mass of concrete as it appears, that is probably contributing to the settlement. Consider sonotube footings (to below the frost line) for the bottom post support(s), along with a creative retaining wall system to capture/provide/maintain a level walk off surface at the bottom...
