The stone on this outdoor step came unattached. What's the best way to re-attach it? Mortar? Liquid nails?

Polyurethane glue. I reattached a tail to a turtle that broke off. It’s been solid for a year now.

I'd wash the step and the tread and use a polymer modified thinset and a half inch notched trowel. Butter both piece.

Clean both mating faces with a wire brush. Blow off dust. PL premium. Weight on top of tread for a day.

Clean and dry surfaces. Use a caulk tube of pure silicone. Yes, that stuff that you spend 2 hours getting loose from around a window or door.
