Router or Rasp?

This was exactly what I was thinking.

But shouldn't I use a 3/4" Radius Round Over Bowl Bit? (The one in that link has a 1/2" radius).

Now, I see a lot of 3/4" round-over bits on the internet, but the angles are not mentioned. (That 10° angle is important).

Outside of that, I do have block planes and just need to pick up sanding blocks.
