Can anyone explain how to balance a heating system?
I live in a ranch-style house, the core rooms are comfy, but the corner rooms are cold. I have done everything I can think of - insulated ceiling, walls, modern windows. Yet, the rooms are cold. I had thought about moving the thermostat, but there is no other place I can find to put it that isn't ether in one of the cold rooms, or is in the path of the furnace ducts (forced air).

That's my next step, but it means pulling down the finished ceiling. So, while doing that I thought I would ask about the rebalancing.
What do you suggest insulating with? I got the blank stare when I asked this at HD.

Its time to have a pro step in. Are the ducts to those rooms properly sized and located? What is the return air situation? You need to have a room by room heat loss done and the ductwork sizing checked to see if the system, as built, can possibly heat those spaces.

And who do you get to do that? Just a HVAC person, or is there someone else? Our gas company offers the service, but only to people under LiHeap.

It varies I'm afraid. I would start by calling a couple HVAC shops and asking if they can handle it, how much or can they recommend a specialist outfit in your neighbourhood. Be specific about wanting a room by room heat loss calc. Tell them you will want a recommendation on duct work alterations as well.
