The loctite will have solvents. If the old glue is hide glue, a good chance if it's older, it may not do what Phil is suggesting, rather just have one slurry in which you are trying to get epoxy to set in. I would take one dowel, and wipe it with some denatured Alcohol. If the glue reside comes off easily. I'd go Joe's route.

WT they have a product called "Chair Loc" it worked by causing the wood to swell so that it stayed jammed in the socket. It worked on some woods much better than others. I'm not positive but I think that is what the LV product is. They say permanently, my experience has been not so much.
