That section specifies direct bury cable - that would not apply to wiring in the walls of a house.

This is the NEC article that Tyco is hanging their collective hats on:

334.40 Boxes and Fittings.

(B) Devices of Insulating Material. Switch, outlet, and
tap devices of insulating material shall be permitted to be
used without boxes in exposed cable wiring and for rewiring
in existing buildings where the cable is concealed and
fished. Openings in such devices shall form a close fit
around the outer covering of the cable, and the device shall
fully enclose the part of the cable from which any part of
the covering has been removed. Where connections to conductors
are by binding-screw terminals, there shall be available
as many terminals as conductors.

Could you explain a bit more, I'm not seeing anything that seems to relate to walls, only raceways and buried cable.

My error.  They were referring to raceways.

I did some looking around and Tyco makes a splice kit that is NEC approved for interior walls.  Of course you will have to find out if your local code recognizes the NEC code.

Another example is plumbing parts - our local HDs and Lowes sell plumbing parts, even though it is against local ordinance for anyone other than a licensed master plumber to do any work on a plumbing or drain system.
