Wood trim was painted with enamel some time ago. After using wire brush to remove flakes etc. will a solid color water base paint adhere ok?

Should be OK but test a small strip to see how well it works before doing a bunch. Make sure to let the waterborne cure completely ~72 hours for most.

After your brush or sand it, I would wipe it with liquid deglosser before painting. It helps with adhesion of the new paint.
