mortar for loose rocks in a retaining wall?

I know, ultimately, it will need replacing. I'm looking to put that off as long as possible.

What should I use to put the loose stones back in and fill the cracks once I open them up?

I assume I should use some of that milk looking bonder, but haven't done concrete/cement/mortar work in ages.

You don't need milk,just a cement or mortar mix. I imagine your is made from rubble.I have always encased rubble walls with a concrete mix with an 8" slump.This bonds the rubble and prevents rocks from falling out.
We have some homes 185 + years old with rubble wall foundations.
Usually no problems except the look of them.
