It's not fold-down but easily removed and folds up. I made one of these and it works very well. Might be a place to start.

I have a Powermatic 66 also, great saw, I just moved and need to add an out feed table again. The first one a made many years ago I put a hinge on it, in all the years I had it I never laid it down. The next one I made I did not have a hinge and made a cabinet for additional storage to put under it to hold it up. I think I am going to skip the ability to drop it again when I make the next one because I will probably never need to drop it and I need the additional cabinet space.

Down in Swap and Sell is an outfeed roller set from HTC - I owned the 30" on my PM66 when I still had it and loved it. Folds down when not in use, but mounted such that it rode on my mobile base.
Just another option to consider.

Consider making an assembly table that can double as an outfeed table. You can make it as wide as you saw so it can serve 2 purposes.
I made an assembly table and incorporated into the saw. It measures 7' by 8' while it takes up most of the middle if the shop it's great. I built storage cabinets under it it hold a bunch of stuff.
