Is the core of the window frame filled with anything with a strong substance like wood or metal?

If those are stripped, how about a couple of stainless steel carriage head bolts and nuts. Nuts would have to be outside, thus the stainless steel.
Holes would have to be drilled through.
Or, if you have taps, drill and tap to a bigger size.

Put enough epoxy into the holes so that when it hardens, you have something to drill and screw into. Or just use pop (blind) rivets.
