I would imagine that the water would simply run horrizontally once it hit the pavement and then it would enter the basements.  Probably a French drain (on the cheap) or a full tear out (done right) are the only answers for that.  

And that is false advertising.

We have clay in our area that basically does the same thing.  It creates a impenetrable barrier for the rain and it runs horizontally into the basements.  I had the perimeter of the house dug up and drainage pipe, gravel and sand to back fill.  Also they tarred the walls.  No leaks for the past 20 years.  So that works pretty well.  But only if you provide the drainage.
No animals were injured or killed in the production of this post.
