David, many paste waxes are water solvent. I believe Johnsons Paste Wax is not. I use it on my tables.
I would try 0 steel wool and cutting oil to start with. That should get rid of the rust. Then 00, 000 steel wool to remove any scratches. You may see some discoloration after removing the rust. Leave it be, normal to see after removing rust.

PB Blaster and a razor blade did the job. I went over it after with the Scotchbrite pad. I hit it with some paste wax to hold over until I pick up some Boeshield or Topcoat.
