forms are 4 inches by 4 inches and about 5 inches long? could you use casting plaster?

Use structural grout. Just add water. We use this type of material to grout under structural building columns.
Our guys set forms around the base plates and when removed, the grout is smooth with no honeycombing.
Plus it's usually 5,000 psi.

I was thinking casting resin. The resin done correctly will eliminate air pockets, and with no/very little polishing will be as smooth as the surface of the mold.
