For kitchen cabinets, 3 1/2" high for kick plate. That's to the bottom of the face frame -- is that correct? So the cabinet base is higher than 3 1/2" but is partially hidden by the bottom rail?

The standard is 4" or 4-1/2" by 3" deep.

In 30 years of building cabinets, the DESIGNED height has always been 4".
But because floors are never perfectly level, the ACTUAL toe kick height varies with the floor. I actually had one in the Caribbean that went from 3" to 5" over the span of a 14' entertainment center!

the reference generally is the clearance allowed at the lowest point of the face frame if there is one
I consider 3 1/2" clearance as a minimum requirement that puts the top of the bottom rail at 4 1/2" if you use a 1" bottom rail (typical)
