Testing an HVAC Unit

Its a 10 SEER 3 ton .  Jumper R to Y and G for heating mode, R to Y, G and O for cooling.  R to G will give indoor fan only.  These are the 24 volt thermostat terminals in the unit.  That unit isn't worth much.

Thanks. He knows it is not worth much. His inlaws are cost constrained. Also there is also a threshold he needs to stay under with the county to not need a GC for this project. He is trying to stay under that threshold. If this unit works, he will get the CO and then replace it at some point later.
