The Stanley 92 shoulder plane will do exactly what you want as the front comes off to become a chisel plane. The Bench Dog knockoff is $80 at
Rockler.
I have the higher end Clifton, which has a bullnose feature as well, but for all real purposes they are the same. It works great for trimming wood plugs. Truth be told, however, I almost always just use low angle block plane to trim the plug down close to the work surface and then a loose plane blade, laid flat on the work, for final flushing. The plane blade is so wide compared to the plug that it prevents tipping and the chance of gauging the work.

Tapper: I have the small L-N chisel plane that I just do not use much anymore. More than a few years ago, bought it on a whim to trim dowel plugs. Works well, but it really needs to be sharp.
