That's a lot of work. How much extra to start over?

Pretty much what I would do. Just form it up add some steel and pour it flush with the existing building.

       Have fun with the surface grinder. I almost bought one years ago when harborfreight clearance theirs. Don't have a big need for it but if I had one it would find uses. Can never have enough machines. Still looking for a metal lathe since te shop I used to use is now gone.

I think what you're planning will work since the slope is that bad.
I would use pea gravel cement with fiberglass.

I would probably also consult a concrete man and let him do the pour and finish.
