Poly won't dry on bocote and cocobolo

Fortunately these are just the lid surrounds on a couple of small boxes. Even though these pieces were well dried the poly just remains tacky.  As I read the info it's because of the oils they contain. The only recommendation I have found is several coats of shellac before applying the poly. I did seal them with shellac before applying the poly, but not several coats.  Any other suggestions?  How about switching to a water based poly?

Water based poly, without a sealcoat, will work fine.  I use General Finish"s High Performance water based poly to for my bottle stoppers which include Bocote and Cocobolo.  It dries within a couple of hours.
