can I glue two pieces together that are pre-finished with arm-r-seal? These are small pieces for a box.

Not if you are talking about Titebond type glue.  Super glue or epoxy might hold but I wouldn't bet on it over the long haul. The best solution is to sand to bare wood then glue.
