16 minutes from 0 to 140 psi . I set it to start charging at 100 . Is that to low ?

I think 100 is fine, mine is set at 95.

Depends on what you're using the air for.  If you're spraying, then pumping it up to 175 psi cut-off only to regulate it down to 40 psi at the gun is just wasting a huge amount of energy.  If running large impact guns for removing wheels from trucks, then you'll need 100 psi or more at the gun, and lots of volume, so pumping it up high to provide enough reserve that the gun isn't dropping below 100 is a good thing. 

Oh, and the cfm out of the compressor pump will drop as the pressure increases, so if it can't keep up at the higher pressure (like with spray guns or bead blaster cabinets), you may find that it drops to a lower pressure and then stabilizes.  But do be careful about duty-cycle - most small piston compressors don't have a 100% duty-cycle rating.  The motor almost certainly does, but the pump probably doesn't.

The switch states up to 170 psi  , but I am not taking this old tank that high . Since I tightened the belts ,and fixed some delivery side leaks . It is at 13 minutes to fill This thing. It is so quiet . I could probably whisper to you while it's running .
I blow things off a lot . Got a air sander . air tools once a while . Spray a little .
