I use "Photo and Pictures Resizer"
It puts all of the resized pictures in a designated folder that makes things easier when you go to upload them.

I am not posting from a cell phone. Pics were taken with an old digital camera, from back in the day when 4 megapixels was something to brag about. I always take pics at the highest resolution and quality. 

I tried resizing by opening in Windows paint. It went through all the motions of resizing and saving, but without any effect.

I don't have MS Office Picture. I did a quick peek, it might be something I can download and try.

I use Gimp as recommended by Neal Addy
It works great and is free and does everything you will need.

Finally! I used MS Paint, resized in pixels. Success! I had been attempting to resize by % .
