They didn't provide any information on this other than the photo.  It needs a coat of paint.  I would guess it has to be taken apart and reassembled in the house.  

I would also worry about Jethro Gibbs getting his boat up those stairs, except that is is almost certainly not a basement at all, but a stage set.  I think this is Gibbs' 4th boat since the series began.

I had an Uncle who built a 14' boat in his basement.  The basement was also his garage.

Yes,  a raised ranch has a basement that is on the same level as the garage.

Gibbs' house is not of that type.  Here is the floor plan (who would have thought you could find a floor plan for a TV house?):

I've seen a LOT of floor plans for TV houses and none of them have ever looked like anything on that website. The writers would be happy that you are intrigued by their silly running gag.
