I don't know about lead, but the super cheap ply at Home Depot is chock-full of voids and the face veneer is paper-thin. I built a bookshelf for my son out of it, and it was the most horrible experience I've ever had with ply. Where there were not voids to deal with, the inner plies had a tendency to crumble. Even with fairly shallow dadoes, the ply cracked multiple times. Never again.

I buy Baltic Birch at a local place, but the stuff they have been getting lately hasn't been wonderful, either. I know the B/BB grade allows for a couple of patches, but the last two times I have bought sheets, there have been a lot more patches on the back face than I had expected. Still full price at nearly $70 for a 5x5 sheet, though.
Math is tough. Let's go shopping!
