I've done three carved seats for chairs: one Windsor and two Hal Taylor rockers. The Windsor was done with hand tools like the video showed, though I hogged out the bulk of it with an adze. The rockers were done with a Kutzall carbide disc.
The only method that I've seen that keeps dust under control are the hand tools.
From what I saw in the video, the speediest method appears to be the table saw. However, if one wants a smooth continuous curve bottom to the seats, I think the kutzall or hand tools will have to be used.
