Toilet Fill Valve
#3
Builder out in a cheap toilet and flushing capacity results in a need to flush twice. If I replaced the fill valve, would that help?

Probably not. However, if it is a common ordinary fill valve, it is probably adjustable so that you can change the water level in the tank. This will make each flush more effective because there will be more water flow. The fill level may also be limited by the height of the over flow tube. I have extended the height of mine by gluing on an inch or so of additional tubing. Be sure you don't raise the level up to where the flush handle goes through the tank wall or it will leak there.
