Plastic corks are actually particularly nice for this - softer. I bet you could contact local restaurants and get all you need for free.

Check out McMaster and search for "Bottle Corks". There are numerous sizes available that should fit every size tool.

Closed Cell Rigid (cross-linked) Packing Foam works for that, cuts to size, if you can't scrounge it from packing, purchase it. Primer on types, pricey

Does the liquor store recycle wine corks? Maybe they will let you have some for your project?
