In the double pane window research they have found a narrow spacing range that works. Generally over 5/8 looses r value because of convection currents. Also having had storm windows I can tell you they just act like like a green house and make that air space super hot. That's why fiberglass door manufacturers won't warranty a door that has has a glass storm door. Also new windows have a low e (silver) coating which does allot to keep the heat out.
There might be cases where a rebuilt wood window and a high end storm window with low e coated glass perform better but I see that as the exception not the norm.
I like the look of wood windows but putting a storm window on it just looses the look and the easy functionality of a window.
