Thanks for the replies on this thread....I ended up going with a third option.  Basically the dining room is as planned but with a chandiler on the outlet in the center.

For the living room...opted to nix the sconces, and the center box for future use.  Instead added the four 4" cans on the perimeter corner and then added two in the center of the room...slightly further "in" into the center of the room from the corners.  

Happy with the end result!
