i have a floor model mortiser - the compression cylinder does not return it to the top - it's there to assist in the movement and to make sure it does not fall with the weight of the handle

As others said, it doesn't lift the head back to the top. I have a floor standing mortiser, and the strut just largely offsets the weight of the head itself.
