Resizing pictures

I have some pictures I'd like to send, but they are too large.   I tried to find how to reduce them on this site, but I guess I just can't find it.   Any help would be ap[preciated .

Here is one picture.  I really need to scale it down.

open the picture in Windows Paint (not Paint 3D) and select resize.....you gotta play with the number to get it right. HTH
I cut it three times & it's still too short!

On my IPad, I can use a program called Image Resize.
Change it to 675 x 900
Seems to work well
